Suggest abolishing highest peak-time power tariff and make tariff uniform for 24 hrs for RoR hydel projects, while keeping it remunerative for developers. This will stop them from making big dams with huge reservoirs that destroy river ecology and endanger downstream communities.
Instead, let them design DAM-CUM-WEIR projects generating the same electricity continuously over 24 hrs. This paradigm shift will result in smaller dams, lower costs, shorter gestation periods, and greater acceptance by people — aligning with your election speech in Pasighat, Arunachal (22 Feb 2014).
